THE RENEWAL OF AN EXPIRING LICENCE IS SOLELY THE RESPONSIBILITY OF THE SHIPOWNER OR SHIPMANAGER

ALTHOUGH PAX MARE WILL TRY TO SEND A RENEWAL REMINDER TO USERS AS  PART OF OUR SERVICE, NEITHER KONGSBERG AS MANUFACTRERS, OR, PAX MARE (OR ANY OF THEIR AGENTS) ARE  OBLIGED TO REMIND SHIPOWNERS TO RENEW THEIR LICENCE.

The electronic Books Licences are valid for a year as from the date of issue.

If you have a Panamanian vessel using the electronic book system on board, manufactured by Kongsberg, you should have obtained a yearly Licence at the time of installation and commissioning.

Pax Mare has been appointed to handle on behalf of the manufacturers and the users the E-books Licences and their renewals ensuring that every vessel using the electronic logs book onboard obtains an official Licence.

Kongsberg Maritime AS as manufacturer of the electronic Log Books and duly authorized by the Panama Maritime Authority is  obliged to lodge every six months, a detailed report to the Panamanian Administration giving the names of the ships, the type of e-books installed and the Licences obtained.

The manufacturers must forfill this legal requirement as failure to do this will jeopardize the manufacturer’s approval; furthermore, the vessel will be liable to be fined.

If you have a Licence and need to renew it, we encourage you to contact Pax Mare at least 45 days prior the renewal date to start procedures well in advance, mainly if the renewal is around the peak season of Annual Taxes payment.

Remember that in order to renew a Licence, the vessel must be Tax Cleared with the National Treasury.

The fiscal year for the vessels runs from 1st of January until the 31st of December every year. However, there is a period of grace of 30 days – the month of January – for the payment of the Annual Taxes to the Panamanian Authorities. Vessels are allowed to pay their annual taxes during the month of January each without incurring a Surtax (10%) and interest (1% per month).

Please note that there are certain exemptions, mainly during the first 365 days of the vessel being enrolled for first time within the registry.

Requirements:

  • Application form duly filled and signed
     
  • Copy of the vessel’s Navigation Licence ( Patente)
     
  • Copy of the last Licence to be renewed
     
  • Copy of the vessel’s current Annual Tax Receipt or Tax Clearance Certificate
     
  • Letter of Declaration from the Manufacturer indicating and confirming that the specified e-book purchased for the vessel still functioning and the maintenance agreement with the manufacturers for updates still in force. [See specimen]
     
  • Remittance to cover the Licence’s official fees, administration charges and courier expenses. [see bank details]
     
  • Check List detailing the documents enclosed and the instructions where to dispatch the Licence once it has been obtained. [See specimen]
